After Argentina's military dictatorship collapses, infamous torturer Angel Vladimir Carvalo (Otto Sirgo) takes refuge in the vastness of Mexico, where he uses his victims' money to pull off business deals -- and ultimately becomes director of the National Registry of Vehicles.
